2008年中国职业教育改革与发展高峰论坛致辞
尊敬的陈超英书记，
女士们、先生们、同志们：
大家下午好！
今天，由教育部和天津市人民政府共同主办的2008年中国职业教育改革与发展高峰论坛在天津隆重开幕了。在此，我谨代表中华人民共和国教育部，向远道而来的外国专家以及出席论坛的全体代表，表示诚挚的问候和热烈的欢迎！向承办这次论坛的天津市教育委员会和协办单位天津工程师范学院、世界银行表示衷心的感谢！
本次论坛以“职业教育可持续发展与人力资源强国建设”为主题，旨在通过国内外职业教育专家学者、职业院校的院校长和政府有关部门的官员开展交流与研讨，研究国际职业教育和世界技能大赛的发展趋势，解读我国职业教育的发展方针、政策与战略意图，总结我国职业教育改革发展的经验，探讨新时期我国职业教育体制、机制和模式的改革创新，推动我国职业教育持续快速健康发展，为建设人力资源强国，构建学习型社会做出新贡献。
中国政府高度重视职业教育工作。进入新世纪后，国家明确提出要把大力发展职业教育作为经济社会发展的重要基础和教育工作的战略重点。国务院先后两次召开全国职业教育工作会议，并做出关于大力发展职业教育的决定，强调要坚持职业教育面向人人、面向社会的发展方向和以服务为宗旨、以就业为导向的办学方针，进一步明确了我国职业教育改革发展的目标任务和政策措施。
在党中央、国务院和地方各级政府的正确领导下，在社会各界的关心和支持下，经过广大职业教育工作者的不懈努力和顽强拼搏，近年来我国职业教育快速发展，规模持续扩大，改革不断深入，质量不断提高，整个事业呈现欣欣向荣的局面，进入了历史上最好的发展时期。2007年，中等职业学校招生810万人，占高中阶段教育招生总数的49%；高等职业院校招生283万人，约占普通高等学校招生总数的50%，基本实现了
教育结构调整的战略意图。在扩大招生规模的同时，职业教育的体制、机制和模式改革也取得显著进展，质量逐步提高，较好地满足了经济社会发展和人民群众的需求。职业教育的快速发展，推动了教育结构的调整，促进了各级各类教育的协调发展，为中国经济社会持续健康快速发展提供了有力支持，在全面建设小康社会和构建社会主义和谐社会中发挥了十分重要的作用。
目前，我国职业教育正面临着一个难得的发展机遇。中国共产党第十七次全国代表大会提出：要“优先发展教育，建设人力资源强国”，“建设全民学习、终身学习的学习型社会”，要“大力发展职业教育”。我国全面建设小康社会和构建社会主义和谐社会对职业教育的发展提出了新的更高的要求。职业教育担负着培养数以亿计的生产、服务一线高素质劳动者和技能型专门人才的重要任务，是全面提高劳动者素质，把我国巨大人口压力转化为人力资源优势的重要途径，对于繁荣经济、促进就业、消除贫困、维护稳定、实现和谐具有十分重要的意义。当前和今后一个时期，我们要全面贯彻落实科学发展观，切实把发展职业教育特别是中等职业教育作为整个教育事业改革与发展的战略突破口，坚持以服务为宗旨、以就业为导向、以提高质量为重点，进一步解放思想，改革创新，求真务实，扎实工作，推动职业教育又好又快地发展，为建设人力资源强国，全面建设小康社会、构建和谐社会而奋斗！

Address Made by Deputy Minister Zhao Qinping in China Vocational Education Reform and Development Summit Forum
Distinguished secretary Chen Chaoying,
Ladies, gentlemen and friends,
Good afternoon.
The ceremony of the China vocational education reform and development summit forum commences in a grand manner today. On this occasion, on behalf of the Ministry of Education, People’s Republic of China, I’d like to extend my sincere regards and warmest welcome to the foreign experts and all the participants attending the forum. I also like to extend my heartfelt thanks to Tianjin Education Committee which holds the forum and Tianjin University of Technology and Education which organizes the forum.
The forum takes “sustainable development of Vocational education and establishment of a country rich in human resources” as the theme , aims to conduct exchange and discussion among the vocational education experts home and abroad, presidents of the vocational schools and the officials in relevant government departments, study the developing trend of the international vocational education and world technique competition, interpret the developing principle, policies and strategic plan of our country’s vocational education, summarize the experiences of our country’s vocational education reform and development, explore the reform and innovation of our country’s vocational education system, mechanism and mode, promote the sustainable, rapid and healthy development of vocational education and make new contributions to establishing a country rich in human resources and constructing the learning type society.
Chinese government pays great attention to vocational education. Since the new century, our country definitely points out to vigorously develop vocational education as an economic and social development and an important foundation for the strategic focus of education. The State Council held twice the national conference on vocational education and made the decision to vigorously develop vocational education, Stressing that vocational education should adhere to the direction of facing with everyone and the society, the principle of service and the employment-oriented running principles, made clear of the targets and policies of our country’s vocational education reform and development.
Under the correct leadership of the Central Committee, the state council and local governments, with the care and support from the whole society, through the persistent
hard-working and Tenacious struggle of the broad masses of workers in vocational education, our vocational education has achieved rapid development in recent years. The scale is expanding, the reform is deepening and the quality is improving continuously. The cause has taken the situation of prosperity and stepped into the history of the best period of development. In 2007, the secondary vocational schools admitted 8,100,000 students, accounting for 49% of the total enrollment of Senior high schools. Higher vocational schools admitted 2,830,000 students, accounting for 50% of the total enrollment of compressive high schools, which basic achieves the strategic intention of restructuring educational structure.
While expanding the enrollment scale, the system, mechanism and mode of the vocational education has made obvious progress, with quality improving gradually .As a result, It has met economic and social development and people's needs. The rapid development of the vocational education has promoted the adjustment of the education structure. Enhanced the harmonious development of different type of education at various level, provided strong support for the sustainable healthy rapid development of Chinese economic society, played a vital role in building a well-off society and a socialistic harmonious society
Now, we have a god-given chance to develop vocational education in our country. The report to the 17th National Congress of PRC pointed out “Give priority to education and turn China into a country rich in human resources”; “build a society in which every citizen is committed to learning and pursues lifelong learning”, and “vigorously develop vocational education”. The target of building a moderately prosperous society in all respects and building a harmonious socialist society has brought forward newer and higher requests to the development of vocational education. Vocational education undertakes the significant task of cultivating millions of high-caliber laborer and skilled specialized relents who can work in producing and service industries. Vocational Education is also an important way to improve the quality of the workforce and turn the huge pressure caused by large population into predominance of human resources. Vocational education also has a significant meaning of booming economy, promoting employment, eliminating poverty, protecting stability and achieving harmony. In current and the future period, we should thoroughly apply the Scientific Outlook on Development，make the development of vocational education especially the secondary vocational education as a strategic breakthrough in the reform and development of the whole education. Stick to making serving as purpose, promoting employment as guidance, advancing quality as emphasis.
We should further emancipate the mind，committed to reform and innovation，to be realistic, pragmatic, work hardly and develop vocational education fast and good. Strive for build a country rich in human resource, building a moderately prosperous society in all respects and building a harmonious socialist society!
